You will collect rent and security deposits, and verify resident income. You will ensure timely and accurate re-certifications, both interim and annual, and manage delinquent accounts, resident receivables, and petty cash. You will assist the Property&nbsp;Manager&nbsp;with the completion of monthly variance budget reports, annual budget preparation, and monitoring the fiscal status of the property. You will obtain all required program certifications, remain current with compliance and regulatory requirements (e.g., Fair Housing, HUD, TCAC, COS), and ensure property and staff are in compliance. You will complete annual and interim re-certifications accurately and on schedule and assist with the completion of MOR/TCAC reviews.</p> <p>&nbsp;</p> <h5><strong>ESSENTIAL DUTIES</strong></h5> <ul> <li>Supervises one or more Assistant&nbsp;Community&nbsp;Manager(s) and&nbsp;Maintenance Technician</li> <li>Maintains a working partnership with local&nbsp;community&nbsp;groups including government officials, law enforcement and fire safety professionals</li> <li>Collects rent, security deposits, makes bank deposits and verifies resident income</li> <li>Ensures timely and accurate re-certifications, both interim and annual</li> <li>Manages delinquent accounts, resident receivables, and petty cash</li> <li>Assists Property&nbsp;Manager&nbsp;with the completion of monthly variance budget reports, annual budget preparation, and monitor fiscal status of the property</li> <li>Obtains all required program certifications, remains current with compliance and regulatory requirements (e.g. Fair Housing, HUD, TCAC, COS), and ensures property and staff are in compliance</li> <li>Completes annual and interim re-certifications accurately and on schedule</li> <li>Assists with completion of MOR/TCAC reviews</li> <li>Maintains property files in accordance with regulatory guidelines and in accordance with MidPen&rsquo;s policies and procedures (waitlists and software data files)</li> <li>Establishes, executes and monitors a preventative&nbsp;maintenance schedule for each property in liaison with the Facilities Coordinator</li> <li>Coordinates periodic interior and exterior inspections with Preventive&nbsp;Maintenance Lead and&nbsp;maintain property files accordingly</li> <li>Conducts daily inspections to identify&nbsp;maintenance issues in need of correction</li> <li>Initiates&nbsp;maintenance work orders and monitors repair status</li> <li>Ensures turnover of vacant units are completed in three to six days</li> <li>Maintains curb appeal and achieves satisfactory performance</li> <li>Keeps property in compliance with fire/safety codes, hazardous materials regulations and OSHA</li> <li>Ensures emergency preparedness procedures are in place and communicates to residents in case of natural disaster or fire</li> <li>Completes incident reports within 24 hours of incident and sends documentation to Human Resources</li> <li>Coordinates employee accident reports, conducts building site reviews and provides policies/ procedures to new tenants</li> <li>Processes evictions in compliance with regulatory guidelines, court orders and/or upon direction by Property&nbsp;Manager</li> <li>Participates in staff hiring decisions and conducts site operations for new employees</li> <li>Conducts performance reviews according to MidPen policy; meets with staff monthly to provide performance feedback</li> <li>Completes required company specific training within designated timeframe</li> <li>Perform other duties as assigned</li> </ul> <p>&nbsp;</p> <h5><strong>QUALIFICATIONS</strong></h5> <p>&nbsp;</p> <p>To perform this job successfully, you must be able to perform each essential function satisfactorily. The requirements listed below are representative of the education, knowledge, skill, and/or ability required.</p> <p>&nbsp;</p> <h5><strong>Education and Experience</strong></h5> <ul> <li>Associate degree and three years of multi-family residential management experience with a minimum of two years of Affordable Housing knowledge, or a combination of education and relevant experience</li> <li>Must have one year supervisory experience</li> </ul> <p>&nbsp;</p> <h5><strong>Knowledge, Skills, and Abilities</strong></h5> <ul> <li>Tax Credit Specialist or Certified Occupancy Specialist certified or ability to become certified within 6 months of employment at company expense</li> <li>Current knowledge of Fair Housing laws; required to pass FHA test within first 60 days</li> <li>Demonstrated competence with Microsoft Word, Excel, Outlook and RealPage</li> <li>Ability to read and interpret documents such as safety rules, operating and&nbsp;maintenance instructions and procedure manuals</li> <li>Must have strong written and verbal communication skills</li> <li>Ability to take direction and follow through to achieve measurable results</li> <li>Must possess a valid California Driver&rsquo;s License, auto insurance and reliable transportation</li> <li>Commitment to the Mission and Values of MidPen Services and MidPen Housing</li> </ul> <h5><strong>Physical Requirements</strong></h5> <ul> <li>Constantly perform desk-based computer tasks, frequently sitting</li> <li>Occasionally stand/walk, reach/work above shoulders, grasp lightly/fine manipulation, grasp forcefully, use a telephone, sort/file paperwork or parts, lift/carry/push/pull objects that weigh up to 15 pounds</li> <li>Rarely twist/bend/stoop/squat, kneel/crawl</li> </ul> <p>&nbsp;</p> <p>This description reflects management&rsquo;s assignment of essential functions; it does not proscribe or restrict the tasks that may be assigned.</p> <p>&nbsp;</p> [empty string] [empty string] Community Manager-LIHTC-TEMP 94536 94536
